
Readability of Legal Acts in the Republic of Kazakhstan: A Computational Linguistics Analysis with Practical Recommendations

This report presents an overview of the readability of legal acts in the Republic of Kazakhstan based on computational linguistics. The analysis covers 387 laws in both Kazakh and Russian. The key findings indicate that Kazakh-language laws tend to use simpler vocabulary, but both languages demonstrate low readability scores overall. Complex legal texts are particularly prevalent in the fields of industry, defence, and finance, making them difficult for the general public to understand. The report also offers methodological recommendations for improving the readability of legal documents, including the use of clearer terminology and structure, as well as the integration of AI tools to enhance text clarity.
