MNU to Participate in Developing an AI Model for Drafting Legal Documents

Maqsut Narikbayev University (MNU) will take an active role in the development of an artificial intelligence model designed to assist in drafting legal documents. The initiative was announced during the international forum “A Cooperative Approach to Legal Tech Foresight and the Law”, held at the Astana International Financial Centre (AIFC).

The forum was jointly organised by the AIFC Court and the International Arbitration Centre (IAC), in cooperation with MNU, Astana IT University (AITU), and the China University of Political Science and Law (CUPL). The event brought together leading experts from Kazakhstan and China to examine the evolving role of artificial intelligence in legal systems, legislative development, and dispute resolution.

Distinguished speakers included Dr. Sergey Pen, Deputy CEO for Research, Innovations and AI at MNU; Mr. Sagit Bakirov, Advisor to the Rector at AITU; Professor Qingjiang Kong, Dean of the China Arbitration Institute, CUPL; and Professor Linghan Zhang, Dean of the Institute of AI Law and Governance at CUPL and Member of the UN High-Level Advisory Body on AI.
They discussed how artificial intelligence is transforming legal practice, legislative drafting, and the technological foundations of modern justice systems; reviewed global trends and challenges associated with integrating AI into legal research, drafting, and dispute resolution; and emphasised the importance of ethical frameworks, professional responsibility, and international cooperation in designing trustworthy and effective AI-enabled legal solutions.

The forum concluded with the joint announcement by the AIFC Court, IAC, MNU, AITU, and CUPL of the launch of the Legal Tech Lab — a pioneering collaborative project aimed at developing an AI model capable of assisting in the drafting of legal documents. This initiative seeks to strengthen Kazakhstan’s legislative system and enhance the efficiency and quality of legal processes across the region, marking a significant step forward in regional cooperation and AI-driven legal innovation.

Chinese investment communities have recognised the AIFC Court and IAC as key facilitators of multi-billion-dollar investment projects in Kazakhstan and as reliable safeguards of the rule of law and investor rights. Chinese investment in Kazakhstan reached USD 45 billion in 2024, with joint Kazakh–Chinese initiatives in transit, transport, high-tech, and agriculture. More than 60 disputes involving Chinese investors have been resolved by the AIFC Court and IAC.
