
Control and Supervision in Kazakhstan in 2023: The End of the Moratorium

This report provides an assessment of administrative pressure on businesses in Kazakhstan in 2023 — a year that marked the lowest number of inspections on record, largely due to the ongoing moratorium on inspections of small businesses. Despite the overall decline in inspection activity, a structural imbalance remains: government institutions and social facilities are subject to disproportionately frequent oversight. The reform of the control and supervision system is progressing, but its resilience will be tested in 2024. The report also highlights regional and departmental disparities, and the high rate of identified violations may indicate underlying issues in the quality of regulation.
